Safeway is a joke. They park down in affluent urban areas and then pull a "wal-mart" strategy of having one-three checkers and ten-fifteen minute long waits.
It's not a matter of it being a rundown neighborhood or poor employees, it's a matter of being cheapskates to the degree that it makes more sense to drive elsewhere, even if you can walk. One gets the impression safeway sees their customers more as cattle than customers. Several times customers have gotten visibly frustrated, or have stood in lines behind five+ full carts of food while no other checkers are put in. Severely understaffed, overpriced compared to other markets.
There is no reason that a store in an affluent neighborhood should have the same sort of strategy as wall mart while simultaneously charging more than other grocery stores. Some businesses deserve to fail.
